Who is assuming the risk - Sutter Creek, local residents, or Gold Rush? Financially, it is no contest- Gold Rush has purchased the land, spent eight years permitting the project, and paid hundreds of thousands of dollars in development costs. The persons who risk the money usually enjoy the rewards. Look closely at what the developer is offering to reward Sutter Creek and the vicinity before condemning Sutter Creek into a California ghost town.
