Residents of Jackson Ask Planning Commission To Look At Other Waste Water Solutions |

The Jackson Planning
Commission met last night with two items before them the project determination
of the Jackson Hills project and administrative reports. Before discussions
began under public matters Kathy
DuBois spoke in regards to the City’s proposed General Plan. She said the Plan
was missing pertinent information in regards to population and demographics.
She said the recently adopted 106 HEU’s (or Housing Equivalent Units) for the
upcoming year presents a growth rate of 6.3% which is too high a number, in her
opinion, for the City of Jackson. She did not however, present the information
on how she came to such a percentage. She also said that there is no real
vision in the general plan and suggested as well that language be added in
regards to mixed land uses. DuBois
concluded that she felt the City should not allow any growth as they have an
illegally inadequate existing and proposed General Plan.
Also, City Planner Susan Peters
reported that staff is preparing additional information regarding the
disposition of the City’s wastewater treatment plant and associated discharge
permit. Resident Bill Condrashoft presented his concern that the City is not
studying all the available options to them for waste water disposal, and
suggested that they prepare a waste water study that does not consider the
Jackson Hills project as a solution. He was concerned that the costs of the
Jackson Hills project, especially in regards to sewer, would be borne by the
existing rate payers. Condrashoft said that Jackson Hills will be costing
Jackson more than not having the project at all. Peters said that to some
extent the City has done the study now they will simply have to refine the
information.
The additional wastewater information will be
presented to the Commission at their April 16th meeting. Russell Evitt also got up at
the meeting and accused staff of not providing all the information to the
Commissioners or City Council. He
presented a Wastewater report prepared by Nolte Engineering, New Fazes Engineer
for the Jackson Hills project. Commissioners Works and Sexton said that
they had received the report and that they have referred to it and read it
several times each. Commissioners Butow and Carleton however said that they do
not recall ever receiving the report from Nolte. It was later confirmed that the report was in a previous
Commission packet that they had received at an earlier meeting.
Based upon the information received from Planner Peters at last night’s
meeting the Commission agreed with staff that the public hearing regarding the
project determination be held on April 30th. In
administrative reports Planner Peters reported that the City has received a
preliminary notice of intent to develop from St. Patrick’s Catholic Church. The property they are proposing
for development is approximately 56 acres located east along New York Ranch
Road, a portion of the property touches Hwy. 88. The Church has indicated that they would like to
build a larger church, medical facilities, and some residential units.
Peters said that they have not submitted a notice of intent as of yet, it was
merely preliminary, and the only preliminary or notice of intent received to
date.
